I have mucked around with these things a lot and the method you are using should work. The only things that are matched are the ECU, the SKREEM and the chip in the key fob. Did you actually see that parts that you bought working in the donor vehicle? As it sounds like at least one of these parts doesn't match. I suspect that the key fob and the RFID chip do not match this SKREEM.
