If the brake switch is on then the cruise control will not work of course as the brake switch turns off cruise control. I would start by replacing the stop light switch.
Thank you for this suggestion. I will begin troubleshooting at the stop light switch, and replace the switch if there appears to be a problem. I am assuming that if the stop light switch has failed (on state), and I unplug the switch connector, the stop lights should go out.
