I suspect that this part is not for the NA market, I have a UK first aid kit and an emergency break down triangle. Later vehicles came with two triangles and a hi-vis vest for safety. These are common market regulations, the tool kit is probably required as well.
The emergency kit was probably not supplied to the NA market to prevent law suits if something was deemed to have gone wrong in the application of the medical kit, better to let someone bleed out on the road than risk a law suit.🙄
The triangle was probably omitted in case some gone run over while deploying it.
