The fuel pressure reg. is integrated into the fuel filter at the rgt. rear under cover next to the differential. Use the forum search at the top. I'd be certain your "upgraded" coolant pump is actually working properly first. But it does sound like you may have a Rich fuel ratio happening. "Black ****" in the pipe is normal, but shouldn't be so bad as to soot the bumper I would think. Stock fuel pressure is typically 58 p.s.i.
