This is the OBD Port under the dash and 16 is the pin # to make my post clearer, can't edit the title. I have tried three different OBDll testers without getting into the memory of the ECM so I came to this conclusion. I have no voltage at DLC #16 and no ground at DLC #4. I can't bridge in the correct voltage to 16 or ground to 4 can I?
