Your SKREEM appears to be the problem from your description, you can just replace it with a new part from NeedsWings or replace it, the keys and locks or the chip in the keys and ECM from the parts car. The details of it are on here somewhere. Your dealer is trying to milk your wallet.
The simplest way is to replace the SKREEM module, saves time on all the other work, it is not the cheapest though. Forget the tsb/bulletin and the PCM tale.
