The easiest is to do all at the time tires get replaced. That is what I did, see my sig file TPMS 101 post. I suspect the fact the light blinks is different than a solid light so you may have something else going on. Meaning it could be the TPMS receiver in the car that is the issue. I can't find right now what the flashing means.
