The phone rep was confused when you mentioned recoded locks and decided you could not have a new key, maybe they saw you as a potential security threat. I would order a new key but not mention the recoded cylinders, when you get the key get a new key cut and fit it in place of the existing OEM one that comes with the new fob.
I hear you. I have to know this for sure before ordering a new vin locked key. I'm already into this for at least $120. I trusted a seller who assured me the used key could be programmed to my car and I also believed a service manager who confirmed that. After two hours at the dealership the manager tells me that although they used everything available, the key must be VIN specific and I'd have to order one; available in November. I'll keep checking but I don't have any confidence. The place I bought the car offers me a 20% discount on parts. I'll see if that includes a new key/fob.. Thanks for your input.
