Default Sub speaker repair help

I bought a set of new foam surrounds and put on my rear subs because they were rotted and falling apart. Installed new foam surrounds as per instructions and one speaker is great but the other one has a weird scratchy noise when the cone moves up and down. I assumed I didn't have that one surround centered very well so I removed it and got ready to re do another foam surround on it but I notice the scratchy sound is still there even before I attach the new foam surround. I guess I didn't notice it before I put the first one on. Anyway, I don't see any rips or damage anywhere under the cone or with the spider but it definitely has a scratchy feel and sound when moving the cone. Feels like it is in the very center and base of the spider. Anyone have any experience with these and have any suggestions?
