There are two valves going to the heater, one for the left and one for the right. These are under the hood on the passenger side and close to the black box with the RCM inside. These get jammed or fail, the rotary dials on the left and right of the AC panel operate these by varying the flow through the valves.
If the air conditioner works it will be these valves.
