This is not correct. The wiper consists of the frame, two stainless steel strips and a rubber insert.
If you follow the instructions it is easy.

Thanks for the follow-up comments. BTW...dealer price for driver side entire blade with integrated wing is $13.49 + tax...reasonable price and good if the blade is bent and not working well. The BMW inserts is the long-term better way to go, since you typically replace the rubber approx every six months...maybe more in the snow/ice climates.
