Please note that the fuel relay will only energize for two seconds when the key is turned to the ON position. If you take a reading after the first two seconds there will not be a voltage present at the fuel pump.
I just repaired a RCM today that had a bad fuel relay. Easy way to check is to open the RCM, have someone turn the key to the ON position while you watch the fuel relay to see if it energizes for the initial two seconds.
If it doesn't, bad fuse or bad relay most likely.
