Never heard of that UNLESS the state inspection requires a muffler (but I can't see that). Maybe, just maybe, they couldn't hear what you wanted from all the other muffler cutouts they did before? Or, maybe they (collectively) have a neighbor who has a car with a muffler delete and it brings back nightmares since the neighbors go to work at @ 3 am? OK, fun over... LOL!
