Same here, it runs to help warm the car. Sometimes, after a long ride at highway speeds and slow to a stop, mine runs to inject more air into the cats (maybe to cool them down?). That pump turns on/off according to the sensors and the computer. IF it runs continuously or not at all, a stuck relay in the RCM has been reported a lot. There is also an issue of the pump not running at all due to its internal parts seizing up and breaking.
