I had the same problem with my cabin filter. I noticed i didn't have much blower pressure with the a/c or heat . When i checked the cabin filter it looked like yours. I'm getting ready to do a power bleed on my brakes and clutch. That's probably not the problem with your brakes pulling but the fluid may be pretty dirty.
