Not trying to be a pest, but did you check Fuse 9 under the hood? The other Fuse 9 is the interior fuse which controls the fog lights...as you said in your post before you edited that out.
I just went out to my '05 and pulled Fuse 9 under the hood and duplicated your problem. The lights immediately came on. Probably something to do with the anti-theft system. They went off after 30 seconds or so. But I duplicated your originally stated problem of the key fob not locking/unlocking and the key in the door not unlocking the passenger side. I put Fuse 9 back in and everything worked normally.
Here's another thread that seems to have the identical problem that you stated. Again, it was Fuse 9 being blown by a leaking alarm siren battery.
Look at Post #22 for the solution. Here's what the fellow from the UK said:

Well I finally pulled my finger out and had a look today.
My suspicions were correct. It was the alarm siren - has a dead short internally.
Disconnected the plug, replaced fuse 9 and back in business.
Just need to get a new siren at some point.
Good job I had a small puller as well, the wipers were stuck fast!!
