You have met an expensive mechanic, how does he know it is that module? It could be the multifunction switch. The ICM actually has the **** for the lights on it and you can only see the ****. ICM is just a fancy name for the light switch.
Canada has a different switch than the US. Maybe a Canuck has one stashed away. You can use the US switch by fitting a part you get from Crappy Tire. It will just turn on the low beams though when wired up.
You can get a used US ICM from eBay for around $100 to $150 plus shipping or find a scrapped Crossfire in Canada for the Canuck version.
Are you sure it is not the bulbs, fuses or multifunction switch?.
