It does go under the windshield wiper cowl. It just pushes under the cowl and holds itself there. It is a little to the passenger side of the drivers side windshield wiper. Mine was still attached to the cowl when I repaired my siren. My thoughts were for vibration dampening. When I replace my siren batteries and check my old siren I will take a picture and post it.
