This sounds like a cracked windshield washer reservoir.
Here is how you get at the reservoir.

The reservoir holds 4 litres when the light on the dash comes on, do not try to fill the fill tube to the brim as it overflows when the tank is full.
Can you hear the pump running? If the reservoir was filled with water there can be a build up of slime in the reservoir which jams the pump and jams the level sensor in the raised position.
The pump and level sensor could be broken.
The reservoir cracks on the bottom seam which is not very strong, you can add a large washer to support the bottom more, I did but it still cracked.
When you have the tank out clean the area behind the fender of any debris.
The two nozzles also can get jammed with slime and fail to work, the top portion of the nozzles flip up and expose the ball with the jet in it, clean out the hole. adjustment of the nozzles is done by positioning the jet with a pin in the nozzle hole.
