Not necessarily. The wing up with a warning light on can be caused by the brake light switch. However, a bad switch may not cause the rear brake lights to be on all the time. I had those symptoms, wing up with warning light, and the cruise control did not work, but my brake lights reacted normally. Replacing the brake light switch corrected the problem.
