Default recirculation fan will not turn off

A few days ago, my 2004 crossfire would not start due to a dead battery. It jumped right off and ran fine. Same thing the next day. I noticed that the recirculation fan continued to run and was draining the battery. The only way I can get it to turn off is to remove the fuse. Once I put the fuse back in, it immediately turns the fan on. I know the fan can run for a short amount of time even with the car turned off, but my fan continue to run unless fuse is removed.
