I've had the headlights out several times without any need to remove the bumper cover. Removing the grill is required. I removed one bumper cover bolt that is next to the headlight. Then gently placed a piece of wood behind it gain more access. Also one bolt can be removed thru the side marker opening and/or the fog light flap in the wheel housing.
