Plus side to a collapsed tank, would be the cheaper cost of a fill

There is a roll over valve at the bottom of the fill tube and it has been known to stick. There is an airspace above this valve, if the valve is stuck open this air space can be reduced and this probably causes the evap tank problem. If the valve sticks partially closed it would only let a small amount of fuel pass the valve and slow down the filling.
That is what I recall to be the cause of problems.
The collapsed tank happened when the pump kept pulling gas from the tank when the vent to air was clogged, the pump just kept pulling and the air pressure in the tank dropped too low causing the tank to collapse. I find this hard to believe but there was a thread on it at years ago.
