Its on the West Coast but I could work with that car, they all have the peeling paint due to water based paint used I believe.
I suggest the paint flaws I see are due to impact not water based paint. My SRT6's paint was as new and firmly in place when last seen a couple of years ago.
My 1990 Dakota has some of that peeling paint but I have never heard of a Crossfire having a similar problem.
