Look at the wiring diagram again for the brake light switch. That is why I asked about the cruise control. That brake light switch is mixed in with a lot of systems and even with the rear brake lights functioning correctly can cause problems elsewhere. Just a guess on my part, but it isn't too hard to deal with under the driver side dash above the brake peddle. Good Luck.
