Agree with Jack G. The past treatments/weathering are important to consider, as you can seal in things that might not be good for the clearcoat/paint. It is kind of like dealer installed undercoating upsold to unsuspecting buyers, it usually wound up sealing in contaminants that ate through the metal until it was very expensive (you didn't know what happened during rollout from the factory until you purchased the undercoating at a dealership).
