You’re not missing anything. If your rad and overflow are full then you’re good.
That is the block heater and I believe my Canadian Spec one had a black screw on cap on it. If it was there it could be on the tray under the engine still.
That is the location of the power input. The heater was standard equipment, but you had to buy the cable which was not too cheap. I will look for the photos I took of the set up.
The same heater was attached to cars delivered to the northern US states.
