They look for resistance of the wire, but said nothing for the resistance of the valve.

It's strange you don't have any resistance.
For example, I have 27 ohm inside the evap purge solenoid :

Any solution you test is again ? (please)

In each case, I think there is no so much risk to put an small resistance between (Relay 5-E) and ECU (37-4) :
