I have voltage at c5 pin 3 with the key OFF and voltage at pin 9 with the key ON

Last weekend I opened up the connectors on the rcm and checked for failed pins. I found that all seemed well.

I did wiggle test after installing the ecu to see if the fan would turn off with no luck. I did inspect c5 for broken terminals or loose connection
