Default SRT6 P0455 Evap System Leak Detected Large Leak

So before I bought this car last week, the previous owner was getting "P0455 Evap System Leak Detected Large Leak" OBDII error. He took it to a shop, the mechanic replaced the vapor canister.

In less than 300 miles the MIL is back on and the same code is present.
Another thing. If I fill the tank till the pump clicks off, I get a strong smell of gasoline vapor in the car. Actually the smell has been diminishing but is still present.

I called the shop that did the work, he says to bring it in and they do a smoke test. The mechanic says not to fill these cars to the top or you will smell gas in the car. It's $80 for the test and then I think $80/hr to fix it. The $80 test fee goes towards the repair if I use him for the repair.

Is the mechanic just blowing smoke?? 😒
