There is a valve operated by float that shuts when the fuel raises the float, this causes the fill tube to back up for a second shutting off the gas flow. If you try to fill more the tank will not take it as there is air/vapour trapped above the shut off valve.
If the shut off valve sticks open the gas will fill the tank and when the vapour valve opens gas will get into the charcoal canister and be sucked into the engine instead of just gas vapour. If the seal is faulty on the fuel level seal a gas smell will always be obvious.
A large leak could be at the fill tube or in the hoses to and from the vapour release solenoids. A guess would be that the charcoal cylinder is filled with gas again.
Cheapest error to fix is a faulty gas cap.
That’s the way I understand it anyway.
