The fuse for the spoiler/wing is # 16 on a USA car. That would be for the spoiler only, but I would think it would stay in the down position if it was the fuse. It could also be a bad speed sensor for both the speedometer and the spoiler.
Also you might want to use a scanner to see if any codes come up. That will give you the best information.
