I believe something is getting lost in the translation. When you are talking about the "CCR", is that the box with the fuses on the top located in the electronics box next to the engine? If so, we refer to that as the "RCM" (relay Control Module). See picture below.
When you went for inspection, did they give you a sheet explaining why the car failed? In New Jersey, they give you a sheet with the reason for the fail. Since NY is like NJ and all they worry about is your emissions, I would guess the car failed for an 02 sensor or pollution related item. You can have a big auto parts store like Autozone or O'Rielly's scan the car and see what they come up with. They usually do that for free.
