What is driving me to this, I chased down the line from the evap purge valve back to the charcoal canaster. I noticed the shield was recently wet and eventually found that overflow line out of the vapor canister. I will need some help here.

I am very hesitant about fixing this mostly it's gas and that kind of work can be dangerous and it's a real mess under the car. In reading the above thread, I don't think there was ever a resolution. Here is my picture dump of what I found.
I pulled the pan and noticed the wet at the end.

The fuel filter had been replaced sometime in the past. Notice the screw clamps instead of the factory perm clamps.

Here is a picture of the charcoal canister. Notice the cleaner spot in the center from the outlet. Yeah gas was coming out.

I tilted the outlet line and got gas dumped over my right arm.
Nothing like the tingles of gas on your arm.
I cleaned up the shield cover and reduced the nasty.
I put the shield back on and decided this would be best handled on another day.
The first thing is to get rid of every screw clamp and install high pressure fuel injection type clamps.
I'm not sure, but you might be able to do this without removing the lines. (Remove the bolt place it over the line, put the bolt back in. Slide it down near the screw clamp and remove the screw, then the clamp. Slide the new one to where the old clamp was and tighten).
I read the thread you linked to as well today and the O.P. found out that it was the purge solenoid valve causing his trouble.
