Hi @BoB Fenn , most likely it is the power seat relay located behind the dash. This link covers how to replace it: Power seat relay replacement
Some things will not have power unless the key is in the on position. Like the wipers, brake lights, horn, etc... That might be why you're not seeing power on some of the fuses.
As far as the key fob, have you replaced the battery? If so have you done the re-sync procedure. The top battery in the fob might not be making contact with the prongs in the corner of the key fob.
