Tom, First I painted the lower grilles with some etching primer (epoxy primer will work also). Next I sprayed 3 coats of Duplicolor silver wheel paint. Then with an eyedropper, I filled in the closed blanks with black. The next day I gave them 2 coats of satin clear and snapped them back in place.
