Default aim headlight

I can not aim one headlight properly. If the aiming screw does not elevate the headlight unit, am I out of luck? Is there a 'jury-rig'? I don't want a new headlight for this! They are too expensive! Nothing else is wrong with the headlight!

Make sure the bulb is properly seated.
There are pictures somewhere on the forum that show that in detail.

Is there any "guidelines" or pointers on how to properly adjust the headlights? I think mine are ok but how do I know?

I noticed this the second time I drove at night, makes for an interesting drive with one light on the road and the other farther away down the road as it should be.
now is this a miss adjustment or someone but the bulb upsidedown?

So from the picture above what do you think it the issue?
I want to fix this before Spring gets here and I have a feeling it's a simple fix but some advice or opinions are needed.

Anybody in the Cincinnati area want to help out?

Mark
