Default Fog light bulb replacement

Look like I am a stupid guy but I can't remove my fog bulbs. Accessing by panel trap, I'm not able to turn/push the bulbs counterclockwise. The bulbs seem lock. I don't want to break de housing. Do you have some ideas what I should do ? I just Want to replace a Bulb. Is there a secret locking mecanisim ?

Thanks

Persistent wiggling is key. Not the best design. Installing the new bulb is even worst

There is an O-ring on the bulb isn’t there? A bit of lithium or silicone grease might help putting it in and getting it out in the future. Eh?
