Default Adding lights in foglamp spaces on base model

I drive a 2005 base model which has the fog lamp spaces filled with plastic squares or whatever and no lights. Im sure its very possible to remove these and add lights, but I was wondering if I could add other lights there instead of standard fog lamps? I was thinking about possibly installing two round bright led lights if there are any that will fit properly in that space and use them along with my bright-lights. Is this possible? And also does anyone know if it is legal to use those types of lights along with your brights as long as you turn them off for oncoming traffic?

I picked up a set of flush mount LED driving lights from Auto Zone and with a hole saw I mounted them on those plastic covers. They look good but they are turned out instead of straight.

For rural driving that's a good thing; easier to see the Deer that are getting ready to jump out at you. Or in the City; easier to see the Zombies getting ready to jump out at you.
