Ok to leave the top down?

Where does one find this 303 Top Cleaner? Is it scotch guard?

i have a mazda miata that i only drive whenever i feel like it and it sits throughout the whole year pratically with the top down. even in the winter the top is down and never had a problem with the top not wanting to go up right or anything.
