Just as future reference if someone comes across this thread with similar problems I finally fixed the issue.

It ended up being the Intercooler pump.

Therefore traditionally when a pump would fail power would be completely cut off at all times.

My case shows that the power can still be there but at the top of the rev range it can cut out.

Did you end up using the $50 ebay pump? Does it seem sturdy?
