Default Monroney sticker repair

I have my Monroney sticker but it has suffered badly from poor storage. I have scanned it and will attempt to repair the image. What program is best able to do it with my limited talents in this field?
Is it better to scan at 300dpi, 600dpi or?
Thanks in advance for any advice that can be given.

The more dpi, the better the scan. But also the file size increases. I use Paint Shop Pro 8.0 by JASC (Just Another Software Company).

Will your scanner read the complete sticker at once (wide enough) or must you make two passes and then merge them together?

The scanner does 12" x 17" max and prints 13" x 19" max.
The label is 16" x 10".

It is an Epsom WF-7520 I got the other week. The max resolution I have done on the sticker is 54 MB , that's 20,000 x 14,000 pixels. I think that is a bit too much to correct, saying I know little is an exaggeration as really I know nothing about this subject.

I forgot to add that I too have Paint Shop Pro 8, my trouble is I hate to read the manual and plow into the program, get confused and then mad in that order. So I use Picasa mostly.
