They have been trying to sell this thing for a long time now. Who's going to buy a car that's not drivable for the money they want. And my question is does it even run or is it all show and no go?

It MIGHT run, but there would still be a couple of problems :

1. NO headlights

2. NO heat or A/C

Kinda doubt it would pass vehicle inspection ( if where you are requires that )

Since where I live does not require it, guess I could buy an insulated hunting suit and some night vision goggles and be good to go .............

You're right oxides of nitrogen aren't quite the same as nitrous oxide. One's fun to breathe the other...not so much.
