Default Brake Lights

Should the brake lights work if the key is not in the ignition? Just curious. They always have on any other car I owned, but today I was checking bulbs, and they would not come on unless the ignition was turned on. Is this normal for the Crossfire?

I don't recall owning ANY car where the brake lights would come on without the ignition being on.

With the repair bill I am probably looking at, it will most likely be me by morning.
