Default Poor clear coat job?

I have a section, probably 1 ft. by 6 in. on the driver's side door that is dull, and has a couple of spots, literally, that have come off. Is the repair/re-coat possibly DIY, or do I need to take it to a body shop? I'll get a photo tomorrow and post it; might help.

Unless you have body shop experience with professionally prepping and spraying a car, I would HIGHLY suggest taking it somewhere as you will never be able to adequately blend it...
