No communication no crank

2004 6spd no crank won't scan cranks when I put 12v to frame terminal at pulse module
I had the 3 solder contacts done professionally @RCM no help kinda lost really need some info if someone could help? TIA

See picture and check. Both relays closed?
If a relay in the RCM is bad, playing with the "3 solder contacts" won't do jack.
