Default How to read the power steering dipstick

Hi,

Anyone know how to do this? It says 20'C and 80'C min and max... i am checking it now when being cold, I guess around 20'C ... and it is at max... nevertheless I can feel the steering wheel being quite stiff / hard (okay no laughs) even though I change the steering stabiizer,,.. just changed tyres on back axis.. not front... any guesses?
