What we have here, is a failure to communicate.
If as you say the top goes up and down fine, then there is no piston problem.
The flaps on each side are operated by simple bicycle style cables that are NOT operated by separate pistons.
The motion of the top frame extending, collapsing operates the cables, thus the flaps.

Thank-you again.. I think my communication problem just got fixed..lol sorry. when I looked the first time I was looking at it wrong. I just went out and lowered the top half way and followed the cable. I pulled both ends getting them to move in and out. Boy was I dumb. now that it works I'll run down and get something to lube the cable with.. Thanks for your help and I promise to listen better next time.

Yea, good luck with the lubrication.
Over a span of 50 years working with motorcycles, the only EFFECTIVE way I have found to lube a cable & sheath ( from which the cable part cannot be removed ) it to remove the sheath/cable and soak it overnight in some good long lasting lubricant. WD40 will work for awhile, but won't last long. Try motorcycle chain lube or something that says it contains teflon.
There is one old gravity trick you can try without removing the cables : make a paper or thin plastic funnel around the high part of the cable end and wrap it real good with electrician's tape. Put lube in the funnel until you can see some come out the lower end.
