Replace battery. If the fan still blows, replace the "blower motor resistor".
This is not an uncommon occurrence when taking a car out of storage that has been on a "battery maintainer"*





*I would never connect one of those to anything I own. And if I did, I'd disconnect the battery from the car/motorcycle so that it can only overcharge the battery, not damage the electronics of the car.
