The pump in the passenger wheel well IS the intercooler pump. If this was not replaced then your vehicle was not fixed properly.

By the way, an Air-to-Water intercooler system is more effective at cooling down charged air, it just has more components that can break. I had an old 1995 Lotus Esprit S4s, and they had the same problem with the intercooler pump failing.
